Job Title: Chief (Library & Documentations)

Job Summary

The Chief (Library & Documentation) is responsible for overseeing the strategic planning, development, and management of the PIDE’s library system and documentation services. This role ensures the availability, accessibility, and organization of academic and research materials, supports digital transformation in library services, and ensures compliance with national and international standards. The Chief (Library & Documentation) works closely with faculty, students, and researchers to facilitate academic excellence through effective information management.

Key Responsibilities

Library Management & Development
  • Oversee the administration and operations of the university library system, including central and departmental libraries.
  • Develop and implement policies for collection development, cataloging, classification, and circulation.
  • Ensure proper acquisition, maintenance, and disposal of library resources.
Digital Transformation & E-Library Services
  • Implement and oversee digital library solutions, including online databases, e-books, and research repositories.
  • Ensure the integration of digital archives with academic and research platforms.
  • Promote open-access initiatives and institutional digital repositories for knowledge sharing.
Compliance & Quality Assurance
  • Ensure adherence to national and international library standards, including accreditation requirements.
  • Monitor library performance, conduct periodic assessments, and implement improvements.
  • Maintain compliance with copyright laws, intellectual property rights, and academic publishing ethics.
Collaboration & External Liaison
  • Establish partnerships with other universities, research institutions, and libraries.
  • Represent the university at library consortiums, academic conferences, and professional associations.
  • Facilitate inter-library loans, book exchanges, and access to national and international databases.
Documentation & Archiving
  • Manage the organization, storage, and retrieval of university documents, research publications, and archival materials.
  • Establish a structured documentation system to maintain institutional records.
  • Ensure compliance with regulatory standards for document preservation and confidentiality.
Academic Support & Research Assistance
  • Collaborate with faculty and researchers to support their academic and scholarly activities.
  • Conduct training and workshops on research methodologies, information literacy, and digital tools.
  • Provide reference and research support services to students, faculty, and staff.
Budget & Resource Management
  • Prepare and manage the library and documentation budget.
  • Identify funding opportunities and grants for library development.
  • Oversee procurement, subscription renewals, and vendor negotiations for books, journals, and digital content.

Qualifications and Experience

  • Master’s degree with 2nd Division / B-Grade in Library Science, Information Science, Documentation, or a related field with minimum 17 years of experience in library administration, document management, or academic resource management.
  • A Ph.D. or professional certification in Library & Information Management is preferred with minimum
  • 10 years of experience in library administration, document management, or academic resource management.
  • Proven track record of implementing digital library solutions and research support services.
  • Experience in higher education institutions, research centers, or academic publishing is preferred.
Age: Maximum 55 Years
Technical Skills
  • Proficiency in library management systems (LMS), digital repositories, and cataloging software.
  • Knowledge of international library standards (e.g., MARC, AACR2, RDA, Dublin Core).
  • Familiarity with open-access initiatives, plagiarism detection tools, and academic publishing platforms.
Soft Skills
  • Strong leadership, communication, and organizational skills.
  • Ability to work collaboratively with faculty, researchers, and students.
  • High level of integrity, professionalism, and attention to detail.
