Job Title: Chief (Policy)
Job Summary
The Chief (Policy) is responsible for leading the organization’s policy strategy, overseeing research and analysis, and ensuring that policy recommendations align with national and institutional priorities. This role involves high-level engagement with stakeholders, government agencies, and policymakers while managing a team of policy experts to drive impactful policy initiatives.
Key Responsibilities
Policy Strategy & Development
- Design and implement comprehensive policy frameworks aligned with national priorities and the organization’s strategic goals.
- Identify emerging policy challenges and opportunities, ensuring proactive policy responses.
- Develop short-term and long-term policy roadmaps to guide institutional decision-making.
Stakeholder Engagement & Advocacy
- Collaborate with government agencies, policymakers, think tanks, and international organizations to influence policy discussions.
- Represent the organization in high-level policy forums, conferences, and legislative discussions.
- Build partnerships with academic institutions and industry leaders to enhance policy impact.
Regulatory Compliance & Governance
- Ensure all policy recommendations comply with national laws, regulatory frameworks, and international best practices.
- Monitor changes in legislation and advise leadership on their implications.
- Develop internal guidelines for ethical policy research and implementation.
Impact Assessment & Performance Evaluation
- Develop key performance indicators (KPIs) to measure the effectiveness of policy initiatives.
- Conduct periodic reviews and assessments to refine policies and enhance their impact.
- Utilize feedback from stakeholders and empirical data to improve policy outcomes.
Research & Analysis
- Lead in-depth research on economic, social, and public policy issues to support evidence-based policymaking.
- Oversee the development of policy reports, white papers, and research publications.
- Ensure the application of data analytics, econometric modeling, and qualitative research in policy formulation.
Leadership & Team Management
- Supervise and mentor policy researchers, analysts, and consultants to enhance institutional capacity.
- Set performance benchmarks, review policy team outputs, and ensure timely execution of policy initiatives.
- Foster a culture of innovation, research excellence, and continuous learning within the policy team.
Communication & Public Engagement
- Prepare policy briefs, press releases, and presentations for decision-makers, media, and the public.
- Act as a spokesperson for the organization on policy matters.
- Ensure complex policy issues are communicated clearly to non-expert audiences.
Qualifications & Experience
- A PhD in Economics, Public Finance, Public Policy, Social Policy, Demography, Public Administration, Public Sector Management, Development Studies or related field from an HEC recognized national or foreign university.
- 12 years of distinguished career (including five years post qualification experience) in recognized national or international economics/public policy research, teaching, training, policy, and/or development sector institution. The candidate must have five years’ experience in BPS 19 or equivalent.
Age: Maximum 55 Years
Key Competencies
- Leadership & Policy Management – Proven ability to lead policy research, projects, and collaborations while driving policy debates and engagements.
- Economic/Public Policy Expertise – Strong background in policy analysis, training, research management, and stakeholder engagement.
- Research Leadership – Led at least one nationally significant research project in the last five years, contributing to policy debate and impact in Pakistan.
- Communication & Outreach – Experience in media engagement, policy advocacy, and network management.
- Scholarly Contributions – Published research in journals, policy papers, books, and other academic and institutional platforms.
