Job Title: Treasurer

Job Summary

The Treasurer is a senior administrative officer will be responsible for overseeing the financial management and fiscal operations of the PIDE. This role involves strategic planning, budgeting, financial reporting, and ensuring the university’s financial sustainability. The Treasurer works closely with the Vice Chancellor, Board of Governors, and other senior administrators to align financial strategies with the Institute’s mission, vision, and strategic goals. The position requires strong leadership, financial expertise, and the ability to manage complex financial systems and processes

Key Responsibilities

Financial Planning and Strategy
  • Develop and implement long-term financial strategies to support the PIDE’s mission and strategic objectives.
  • Provide financial leadership and guidance to the Vice Chancellor, Board of Governors, and senior management of PIDE.
  • Monitor economic trends and assess their impact on the PIDE’s financial health. Ensure the university’s financial
    sustainability through effective resource allocation and risk management.
Financial Reporting and Compliance
  • Prepare and present accurate and timely financial reports to the Vice Chancellor, Board of Governors, and regulatory authorities.
  • Ensure compliance with national and international financial regulations and standards.
  • Coordinate external audits and implement recommendations for improvement.
  • Maintain transparent and accountable financial systems and processes.
Risk Management and Internal Controls
  • Identify and mitigate financial risks to the university.
  • Develop and implement robust internal control systems to safeguard university assets.
  • Ensure compliance with insurance and risk management policies.
  • Monitor and manage the university’s debt and credit portfolio.
Other
  • Correspondence with planning commission/AGPR regarding quarterly releases to PIDE from MoPD&SI.
  • Supervise the Reconciliation of Assignment Accounts expenditures from AGPR.
  • To check and verify and process salaries, overtime, supervisor allowance, Utilities and any other payment from PIDE Bank Account.
  • Supervise salary related matters of contract and regular employees.
  • To check and verify Income tax/Sales tax deducted from each payment is as per FBR tax rates.
  • Correspondence with tax authorities for Tax Exemptions from FBR.
Budgeting and Financial Management
  • Oversee the preparation, implementation, monitoring, reconciliation of the PIDE’s monthly, quarterly and annual budget.
  • Ensure compliance with budgetary policies and procedures of AGPR as per government policy.
  • Allocate resources to academic and administrative units in alignment with strategic priorities.
  • Monitor and control expenditures to ensure fiscal responsibility.
Investment and Fund Management
  • Manage the PIDE’s investment portfolio to maximize returns while minimizing risk.
  • Oversee the management of endowments, grants, and other funds.
  • Develop strategies for fundraising and revenue generation.
  • Ensure proper stewardship of donor funds and restricted grants.
Leadership and Collaboration
  • Lead and manage the finance and accounting teams, fostering a culture of excellence and accountability.
  • Collaborate with academic and administrative departments to support their financial needs.
  • Work with external stakeholders, including government agencies, auditors, and financial institutions.
  • Represent the university in financial matters at national and international forums.

Qualifications and Experience

  • CA/ACMA/MBA/MSc/M.com (Finance), ACCA, CFA, Economics (1st Class/A-Grade) from a recognized university.
  • A PhD in a relevant field will be an advantage.
  • Minimum of 17 years of experience in financial management, with at least 5 years in a senior leadership role.
  • Proven experience in budgeting, financial reporting, and investment management.
  • Experience in higher education or public sector financial management will be an advantage.
