City Management Through Lens of a City Manager - A Case of Lahore

Cities around the world have a rigorous infrastructure in place to manage their needs. The approach differs from city to city based on the social and cultural dynamics of the area i.e. city planning in European cities is completely opposite to that in North American cities, which are mostly car dominant and the whole development, planning revolves around it. Similarly, cities in Pakistan have their own unique local dynamics. The popular process of how a city should be developed or managed in Pakistan is documented in the form of master plans. However, the concept is outdated mainly for the fact that cities are a dynamic subject and cannot be set on a predetermined path of growth and lifestyles. Moreover, master plans are static in nature and are often based on unrealistic assumptions about the proposed economic potential of the area as well as the requirements of the population, plus has little flexibility to evolve the plan and move the city forward.
