Job Title: IT/System Analyst Expert/Consultant

Job Summary

The Ministry of Poverty Alleviation and Social Safety (MoPASS) is mandated to coordinate, design, and oversee social protection and poverty alleviation initiatives through its ancillary organizations and PMUs. With the support of GIZ, Pakistan Institute of Development Economics (PIDE) proposes to provide structured technical assistance to MoPASS to strengthen its institutional, technical, and operational capacity for improved social protection service delivery. To translate the Ministry’s policy vision into actionable initiatives, MoPASS is looking for an IT/System Analyst Project Expert. The IT Expert will be part of the TSU at MoPASS reporting to the senior management of the ministry. The IT Expert will be responsible for managing and processing the MoPASS data dashboard, website, MIS and E-Office.

Key Responsibilities

Key responsibilities of IT Expert
  • Managing, operating, and maintaining the Ministry’s digital dashboard to ensure continuous availability, accuracy, and reliability of data.
  • Monitoring real-time data feeds, system performance, and key indicators; promptly identifying and resolving technical issues.
  • Coordinating with relevant departments, units, and data providers to ensure timely data submission, validation, and integration into the dashboard.
  • Analyzing system requirements and users need to enhance dashboard functionality, usability, and reporting capabilities.
  • Ensuring data quality, consistency, and integrity through regular checks, audits, and validation protocols.
  • Preparing and generating analytical reports, visualizations, and summaries for senior management and policy decision-makers.
  • Supporting system upgrades, feature enhancements, and integration with other government information systems.
  • Development, maintenance, and overall management of the Ministry and PGEP websites.
  • Regular uploading and updating of visibility and communication content on the Ministry websites.
  • Management of the E-Office system, ensuring its efficient and uninterrupted operation.
  • Design, development, and ongoing management of the PGEP Management Information System (MIS).
  • Training/capacity building of the relevant staff for affective uploading and submission of the data on dashboard and MIS.
  • Ensuring compliance with government IT policies, data security standards, and confidentiality requirements.
  • Maintaining system documentation, user manuals, and standard operating procedures (SOPs).
  • Liaising with software vendors, developers, and IT service providers for system maintenance and troubleshooting.
  • Implementing backup, recovery, and disaster management procedures to safeguard critical data.
  • Any other task related to IT assign by the Ministry.

Qualification / Experience

  • Master degree (16 years of education) in any field of Computer Science, Computer Engineering. Software Engineering, MIS or Information Technology from HEC-recognized university or a well-reputed foreign university.
  • At least 05 years of professional experience with at least 03 years of professional experience in development and operation of dashboard/ MIS in public sector/social sector
  • Relevant experience of handling large-scale, multi-partner IT/MIS systems.
  • Excellent written and oral communication skills. Well versed with latest IT, Cloud, Information security and MIS technologies and trends.
