Job Title: Monitoring & Evaluation (M&E) Expert/Consultant in TSU
Job Summary
The Ministry of Poverty Alleviation and Social Safety (MoPASS) is mandated to coordinate, design, and oversee social protection and poverty alleviation initiatives through its ancillary organizations. Effective monitoring and evaluation are critical to ensure transparency, accountability, and efficient implementation of interventions under MoPASS, including the Benazir Income Support Programme (BISP), Pakistan Bait-ul-Mal (PBM), Pakistan Poverty Alleviation Fund (PPAF), and Trust for Voluntary Organizations (TVO) while MoPASS is initiating a Poverty Graduation Project (PGEP). With the support of GIZ, Pakistan Institute of Development Economics (PIDE) proposes to provide structured technical assistance to MoPASS to strengthen its institutional, technical, and operational capacity for improved social protection service delivery. The proposed support builds directly on MoPASS’s existing mandate and priorities and focuses on enabling the Ministry and its attached bodies to function more effectively as policy stewards, coordinators, and system managers.
The M&E Expert will provide support to TSU to help design and implement monitoring systems, support data management and reporting processes, and facilitate evaluation and learning activities across MoPASS programmes. The position will focus on generating reliable evidence, integrating digital and real-time monitoring tools, and ensuring that reporting captures progress not only on poverty-reduction outcomes but also on the inclusion of disaster- and climate-resilience dimensions in social-protection and graduation initiatives. The overall objective is to strengthen MoPASS’s monitoring and oversight capacity by,
•Developing a result-based monitoring system for Poverty Graduation Project (PGEP) and other MoPASS programs/projects.
• Ensuring timely and credible reporting on outputs and outcomes of BISP, PBM, PPAF, TVO and PGEP etc. in consultation with relevant stakeholders
•Generating evidence to guide policy, strategy and programmatic adjustments

The M&E Expert will:
1. Monitoring Systems Development
- Develop and operationalize M&E frameworks, including results chains, KPIs and performance according to MoPASS programs
- Establish real time monitoring systems integrating digital data collection and dashboards.
- Develop baseline, midline, and endline monitoring mechanism for PGEP, apart from periodic monitoring of selected BISP, PBM and PPAF initiatives.
2. Evaluation and Learning
- Design and oversee impact assessment, evaluation and special studies for BISP, PBM, PPAF and NPGP/PGEP
- Recommend evaluation methodologies (quantitative, qualitative, mixed methods)
- Analyze data to identify gaps, successes, and lessons learned
- Generate periodic learning briefs, evaluation reports, and policy notes for decision makers including donors and partners.
3.Data Management and Reporting
- Develop data collection protocols in consultation with relevant stakeholders and ensure data quality, reliability and consistency.
- Establish linkage with NESR and other relevant databases for evidence-based targeting and monitoring.
- Prepare quarterly and annual M&E reports on program performance against agreed indicators.
- Coordinate with BISP, PBM, PPAF and PGEP M&E systems and tools
- Report MoPASS on the progress of TSU targets
Deliverables
- Develop M&E framework within first two months
- Quarterly and annual PGEP performance
- Support in developing of Management Information System (MIS) for PGEP
- Field visits of project districts as well as BISP/PBM field offices
- Support in commissioning at least one evaluation study per year
- Prepare policy briefs and lessons learned documents for senior management
Qualifications and Experience
The candidate meets the following requirements:
- Master’s degree (minimum 16 years of education) in Economics, Statistics, Social Sciences, Development Studies/Economics or related field.
- At least 5-7 years of professional experience in the development sector with 3 years of professional experience in M&E, preferably in social protection, poverty alleviation, or large-scale development programs
- Demonstrated expertise in result-based management, impact evaluation
- Experience in working with government institutions and development partners
- Knowledge of Pakistan’s social protection landscape including BISP, PBM, PPAF and graduation approaches will be an advantage
- Strong organizational, planning, and leadership skills.
- Excellent analytical, presentation, and reporting abilities.
- Advanced data management and analysis skills, particularly in Microsoft Excel.
- Excellent interpersonal skills and fluency in Urdu and English.
