The Pakistan Institute of Development Economics (PIDE) invites applications from qualified and experienced professionals for the position of Consultant for a period of six (6) months under the project:
“Revision, Updating and Strengthening of Climate Change Policy and Disaster Risk Management (DRM) Plan for Azad Jammu & Kashmir (AJ&K)”
Key Terms of Reference (TOR)
The Consultant will be responsible for providing technical support for the review, revision, updating and strengthening of AJ&K’s climate change and disaster risk management framework. The key responsibilities will include:
- Review existing national and international climate change, disaster management policies, plans and frameworks and assess their relevance to AJ&K.
- Undertake climate and disaster risk profiling of AJ&K and identify key vulnerabilities, hazards and emerging risks.
- Facilitate engagement with relevant government departments, SDMA, academia, civil society and other stakeholders, including consultations, FGDs and KIIs.
- Support the formation and engagement of Thematic Working Groups (TWGs) covering key disaster-risk sectors.
- Lead/assist in the preparation, revision and strengthening of the AJ&K State Disaster Management Plan and State Disaster Management Policy.
- Facilitate stakeholder validation and consultation workshops and incorporate feedback into the final documents.
- Prepare and submit the required inception, consultation, draft and final policy/plan documents in coordination with PIDE and relevant stakeholders.

Eligibility
Candidates with relevant advanced qualifications and demonstrated professional experience in climate change, disaster risk management, public policy, development planning, resilience, or related fields are encouraged to apply. Experience in policy development, stakeholder consultations and preparation of government-level plans/policies will be an advantage.
