Job Title: Proposal Development Expert/Consultant

Job Summary

The Ministry of Poverty Alleviation and Social Safety (MoPASS) is mandated to coordinate, design, and oversee social protection and poverty alleviation initiatives through its ancillary organizations and PMUs. With the support of GIZ, Pakistan Institute of Development Economics (PIDE) proposes to provide structured technical assistance to MoPASS to strengthen its institutional, technical, and operational capacity for improved social protection service delivery. To translate the Ministry’s policy vision into actionable programs/projects, MoPASS needs Project Development Expert. The Project Development Expert under the TSU shall be responsible for development of project proposals for Ministry and its ancillary organizations, with a focus on aligning interventions with core mandate of the Ministry, national priorities and international commitments. The Expert will also develop concept papers for donor funded projects, MoUs for international cooperation of MoPASS and its ancillary organizations with international agencies and multilateral forums and other governments departments/agencies

Key Responsibilities

Key responsibilities of Proposal Development Expert
  • Conduct desk research (government policies, priorities, programs, plans, vision documents, development partners country strategies, policy notes etc.) and data analysis to identify project and program financing opportunities.
  • Conduct in-depth sectoral studies and gap analysis.
  • Develop project concepts and proposals aligned with donor priorities and national strategies.
  • Coordinate with MoPASS officials and stakeholders to gather input and feedback.
  • Ensure compliance with donor guidelines, templates and process for project and program submission.
  • Liaise with the relevant stakeholders to ensure timely submission of projects and programs for approval of the relevant forums in poverty alleviation, social protection, informal labour welfare, issues to address fragmentation of social protection in Pakistan, education & healthcare for the vulnerable segments and climate adaptation for vulnerable communities
  • Explore relevant evidence and conduct data analysis to prepare projects briefs and preliminary budgets for donor discussions
  • Identify co financing opportunities and partnerships with interested development partners as well as private sector entities
  • Develop full-fledge project proposals in accordance with Planning Commission’s PC-I and PC-II for approved project concepts (by MoPASS), including justification targets, theory of change, budget estimates, monitoring and reporting requirements
  • Facilitate workshops and training sessions to build internal capacity within MoPASS and for the relevant direct stakeholders (like relevant officers of MoPASS, NDMA, MoFinance etc.)
  • Provide support in processing the proposals/concept notes/briefs at various forums/ meetings and during other consultations regarding the projects
  • Provide ongoing support for donor negotiations and project implementation planning
  • Support MoPASS in mobilizing resources from domestic and international partners
  • preparation and review of PC-IV, PC-V and project completion report for donor funded projects and post event report for multilateral forums

Knowledge/Skills/Qualifications/Experience

The candidate meets the following requirements:

  • Master’s degree (minimum 16 years of education) in project development studies, Social Sciences, or a related field.
  • At least 07 years of professional experience with 03-05 years of professional experience in project development in social sector
  • Experience in planning and development including Public Sector Development Program
  • Demonstrated experience in designing and implementing projects for donors
  • Excellent communication and report writing skills, with proficiency in project development tools
  • Experience in capacity building and training of staff in project development and management practices
  • Experience in budgeting, cost estimation and financial analysis
  • Excellent interpersonal skills and fluency in Urdu and English.
