Job Title: Publications Officer (PO)

Job Summary

The Publications Officer (PO) will be responsible for managing the Institute’s publications, ensuring high editorial standards, compliance with publication policies, and the timely delivery of all printed and digital materials. The PO will take a lead role in the design and production processes, including editorial workflows, quality assurance, and coordination with internal and external stakeholders. The PO will work closely with authors, reviewers, editors, designers, printers, and senior management to enhance the quality, consistency, and impact of the Institute’s publications.

  • Assume overall responsibility for managing the editorial workflow from manuscript submission to final publication by using Open Journal Management System (OJS).
  • Manage and oversee the peer review process, including reviewer selection, timelines, and follow-up.
  • Maintain oversight of editorial records, submission tracking, and publication schedules.
  • Conduct and oversee initial manuscript screening to ensure completeness and adherence to submission requirements.
  • Review and correct in-text citations and reference lists for accuracy and consistency.
  • Provide substantive editorial input and make final editorial decisions to improve structure, clarity, and academic rigor.
  • Supervise, mentor, and assign tasks to Assistant Publications Officers and other staff, ensuring the timely completion of assignments.
  • Coordinate closely with the compositor, designers, and printers to ensure high-quality formatting, design, and timely production of print-ready and digital outputs.
  • Ensure the effective use of modern publishing tools, software, and printing practices.
  • Perform language editing and proofreading to ensure accuracy, consistency, and readability.
  • Review final proofs prior to printing or online release, taking responsibility for publication readiness.
  • Enforce compliance with publication policies and guidelines, and recommend corrective actions where necessary.
  • Contribute to the development, review, and periodic updating of publication and editorial policies.
  • Prepare reports on publication outputs, workflow performance, and timelines for senior management.
  • Support the updating of mailing lists for published items by adding relevant stakeholders and online databases.
  • Assist in organizing publications-related meetings, recording minutes, and coordinating communication with stakeholders.
  • Perform other related duties as assigned by the Section Head.

Qualifications and Experience

  1. Master’s degree (16 years) in English, journalism, publishing, communications,
    economics, public policy or a relevant field from an HEC-recognised university.
  2. Three years of proven experience in editing, reviewing, and publishing.

    print/digital media.
  • Coordinates with authors, reviewers, printers, and departments effectively.
  • Ensures timely publication and distribution of materials.
  • Maintains high quality and accuracy in all published content.
  • Maintains records of publications and ensures proper documentation.
