About Me 

Dr. Arshad Hussain Hashmi is a renowned academician, researcher, agriculturalist and educational administrator with an experience of over three decades in private and public sector organizations both. Dr. Hashmi has published research work in the fields of agriculture, economics, education and sociology in national and international journals. Some of his prominent works include ‘Impact of cable television network on children’s socialization: A case study of district Sargodha, Performance of Youth Entrepreneurship with Preference to Facilitation of Laptop or Scholarships, Economic Impact of Climate Change on Rice Production in the Rice-Wheat Cropping Zone of Pakistan, Livestock Role towards Poverty Alleviation and Gender Participation in Livestock Management in Rural Areas of the Punjab-Pakistan and Economics of Growing Winter Vegetables in Multan.’

Dr. Arshad Hashmi has in different roles significantly contributed to the Higher Education in Pakistan. Soon after his post-graduate studies, Dr. Hashmi joined the University of Agriculture, Faisalabad as a Lecturer where he taught Agricultural Economics for over half a decade. Later in his career, Dr. Hashmi also helped enhance the academia-industry linkages and research facilitation at the Virtual University of Pakistan, Lahore as the institute’s Director ORIC. Dr. Hashmi served as Acting Vice Chancellor of the Pakistan Institute of Development Economics (PIDE). Currently he is serving as the Registrar, PIDE from January, 2023.

In addition to his services to the higher education in Pakistan, Dr. Hashmi has served the country through various positions in public sector organizations. He was responsible for Agri-services including developing policy framework, and technical, legal and financial services to Agri-sector SMEs as Head Agribusiness at SMEDA. During his tenure as National Project Director Agribusiness Development & Diversification (ADDP of the Ministry of Food, Agriculture and Livestock, Dr. Hashmi facilitated the development of agribusiness and horticulture policies at federal and provincial levels to help create enabling environment for agribusinesses across the country.

Due to his contributions academically and practically both towards fostering a culture of agri-businesses in Pakistan, Dr. Hashmi was appointed as the Director Agribusiness at the Punjab Board of Investment & Trade where he successfully designed and implemented policies to consolidate knowledge base specific to agribusiness sector. He also spearheaded efforts to attract foreign investments in the fields of dairy, livestock and agriculture by directly engaging with the investors and relevant government departments of various countries including Australia and Malaysia.

Dr. Arshad Hashmi is an alumnus of the University of Agriculture, Faisalabad, Pakistan from where he holds a Ph.D. in Sociology in addition to majoring in Agricultural Economics for his M.Sc. (Hons.) and B.Sc. (Hons) from the same institute. Further, out of his personal interest in the field and to be better equipped for drafting and contributing to policy making, Dr. Hashmi also holds a Bachelors of Law (LLB) degree from Gillani Law College, Bahauddin Zakriya University, Multan, Pakistan.
