Despite extensive debate on foreign aid over last six decades, the contribution that foreign aid can make to development is still contested. Pakistan appears to be an aid addicted country. Despite many promises, every successive government seeks multilateral and bilateral donors’ economic and technical assistance to tackle complex domestic problems. The presence of numerous development partners in the country, their contrasting priorities for the development process, overlapping project activities, and choice of aid modalities and instruments add up to the complexity of aid delivery system in Pakistan.
