Mansoor Qaiser
About Me
Mansoor Qaisar serves as Communications Specialist at the Pakistan Institute of Development Economics (PIDE), Pakistan’s premier national think tank, where he leads media outreach, press release production, op-ed coordination, and journalist relations for the Institute’s research and policy work. He brings more than two decades of experience in program management, advocacy, and communication across international NGOs, PR and media firms, and research institutions, and is a regular contributor to national newspapers on family planning, sexual and reproductive health rights (SRHR), maternal and child health, and girls’ education.
Before joining PIDE, Mansoor spent over 14 years with the Population Council, where, as Senior Information Officer, he built media relationships, produced press releases and campaigns in both Urdu and English, and disseminated research on population and reproductive health to a national audience. He also led a culturally sensitive communication strategy that brought together religious scholars from across schools of thought, resulting in a historic endorsement of birth spacing by 43 prominent clerics for the benefit of maternal and child health — work that took him to international forums in Indonesia and Chad on behalf of Pakistan. He later served as Senior Program Manager at HOPES Foundation, where one of his proudest achievements was a community-based school enrollment initiative targeting children, especially girls, working as domestic help in affluent households and on the estates of Khans in Khyber Pakhtunkhwa. Through sustained engagement with families and a monthly stipend equivalent to the children’s earnings, he helped persuade parents to withdraw their children from labor and enroll them in school instead. Many of those children are now in college, and the girls among them — though now married — are literate mothers, a generational shift in outcomes he counts among the most meaningful successes of his career.
In recognition of his contributions to the field, the Bill & Melinda Gates Institute for Population and Reproductive Health at Johns Hopkins Bloomberg School of Public Health named him one of the “120 Under 40: The New Generation of Family Planning Leaders” in 2017. He holds a Master Level Certificate in Technical Public Health Information from Johns Hopkins Bloomberg School of Public Health, a Certificate on Communicating with Policy Makers on Health & Population from the East-West Center, Hawaii, USA, and a certificate from the Peace Operations Training Institute, USA.
Alongside his institutional role, Mansoor maintains an active freelance journalism practice, with op-eds and commentary published in Business Recorder, The News International, Dawn, Daily Times, and Naya Daur TV, covering economic policy, governance, and social development issues facing Pakistan.
